What Is an A.TR Certificate?
A.TR is a type of movement certificate used in trade carried out between Turkey and the member countries of the European Union. This document, which is used in trade of industrial products and processed agricultural products, is issued by the exporter.
How Is an A.TR Certificate Obtained?
After the company that will export to the European Union has its documents certified by the Chamber of Commerce it is affiliated with, approval by the customs administration is also important. It is sufficient that the goods are only in free circulation. The A.TR certificate is sufficient for products exported from Turkey to EU (European Union) countries and from EU countries to Turkey. Likewise, it is sufficient that the product being exported passes through third countries or is transferred to these countries, and that a single document issued between Turkey and EU countries accompanies it.
A.TR Movement Certificates are regulated by the Communiqué No. 03.09.2002 dated 03.09.2002 and published in the Official Gazette No. 24865, and entered into force, entitled “Decision No. 2002/461 on the Principles Regarding the Implementation of the Customs Union Established Between Turkey and the European Community”.
The customs union practice established between Turkey and the European Community covers industrial products and processed food products. On the other hand, for products such as fruit and vegetable preserves, tomato paste, frozen and dried products, and meat products, the document must be issued according to the product’s entry into the EU by the EU. In order to carry out this product trade, the issuance of an EUR.1 movement certificate is required.
What Is an A.TR Certificate Used For?
The A.TR certificate, which is used for products imported or exported between Turkey and EU countries and created within the scope of the customs union, ensures that products determined on a reciprocal basis can be imported or exported without paying any customs duties, subject to the customs regime.
