Products Prohibited from Import into Türkiye

When importing goods, there are products whose entry is prohibited in Türkiye, as in many other countries, due to applicable regulations. Similarly, in the legislation published by the Ministry of Trade, the Import Communiqués and Product Safety and Inspection Communiqués specify which goods require permits and which institutions are authorized to grant those permits.

Which Materials Are Prohibited from Importing into Türkiye?

The products prohibited from import, as specified by the Ministry, are listed below:

  • Cannabis and prepared opium

  • Silkworm seeds

  • All types of soil, leaves, stalks, straw, grass, and natural fertilizers used for agricultural purposes

  • Gambling devices and machines (including roulette, slot machines, tilt machines, etc.)

  • Certain substances that deplete the ozone layer

  • Certain dyes

  • Products bearing a factory or trademark or a trade name in violation of the law

  • Goods and envelopes with false origin

  • Certain chemical substances listed in the annex of the Chemical Weapons Convention (imports for research, medical, pharmaceutical, or protective purposes may be subject to authorization)

Among the products listed above, there may be goods whose entry into Türkiye can be permitted subject to special authorization. For example, some explosive materials are subject to the permission of the Ministry of National Defense, while conformity certificates for tobacco and tobacco products, alcohol, or alcoholic beverages are issued by the Tobacco and Alcohol Market Regulatory Authority. Permit documents are very important to ensure that products are not subject to prohibited goods procedures and can pass through customs. For this reason, it is essential to check whether the goods intended to be imported are subject to any required permits.

Another important factor in determining whether goods can pass through customs during the import process is company licenses and approvals. This is because some goods can only be imported by specific institutions or entities. For instance, petroleum products and mineral oils can be imported by companies holding licenses issued by the Energy Market Regulatory Authority. These companies are determined by the Authority, and no other companies are allowed to import the said products.
